[Enhancement] Add Shipping configuration to Scintilla

This is a cherry-pick of 56362f8 from [#32] because [#35] testing occurred after this patch was applied. Without it the release build of scilexer runs the gtest.
Rather than alter #35 to include this patch and #32 to exclude it, it will stand on its' own this way. Since both of those topics are acked already and #35 is targetted for next I'd like to just put this directly onto next prior to applying #35 so that is operates as expected...

Removed an extra additional include path from original source path. Did not go into cleaning up the project file's other entries of this type at this time as a project cleanup patch is coming soon to pave the way for the N++ side-by-side builds.
This portion of the patch will be removed from the original patch series [#32].
