vsprops: make environment and default path values valid

This gives the developer the choice of using system level environment variables or git repository submodules. The environment variables GOOGLE_TEST_DIR and GOOGLE_MOCK_DIR are given precedent in both additional include paths and additional library directories.

Also, remove the external lib paths from the Shipping Configuration.
